Did it also take you this long to know that the Ghana Institute of Management and Public Administration (GIMPA) was not recently set up by Prof Stephen Adei? Yes, you heard me right. It was just a label of great leadership and rebranding that brought GIMPA to the knowledge of the public during the tenure of the Professor.
In a recent interaction, it was clear that the man was successful because he was able to sell his vision for GIMPA to even the least in the organization to buy and own. Do not be deceived that his success was without challenges. It will be remembered that even at a point his qualification as a Professor became a subject of controversy.
The matter after the decision by the court got the Professor saying the following when interviewed and presented on the modern ghana’s website.
“I was determined that I would not allow myself to be distracted from the work of leading GIMPA but it was painful where one had to keep quiet when he knew that he was innocent… And I know that some of you in the media were wondering why I was not talking and I thought that in such times one has to exercise restraint and caution and maturity. I believed that in the end, the truth would come without my intervening.”
Prof. Adei said he had no personal case against his accuser and wondered what his motivation was, admitting however that he may have stepped on toes in his style of administering GIMPA, however, there was no way to achieve the sort of results he had if he went about his work “the same way as we run our normal institutions in Ghana.”
It has become an icon institution that many desire to be part of learning to serve in various capacities in society.
From what others say, at sixty (60) years, GIMPA has achieved a lot by ensuring tailored approaches in delivering knowledge to those who need it to solve problems.
A lot will be kept about the July 2021 class of Health Administration and Management. Such brains in the health industry must be allowed to work and play their role. Be ready to solve an identified problem and never go and be part of the problem they know of.
The crux question is why does it take a very long time for people one leads to appreciate the good they are doing to urge them on than express retrogressive attitudes? Ghana has suffered a lot from this. We can do better whenever we are blessed with leaders who can change things.

GIMPA was established in 1961 as a joint Ghana Government/United Nations Special Fund Project. It was originally called the Institute of Public Administration, established to train public servants with administrative and professional competence to plan and administer national, regional and local services.
In 1999/2000, GIMPA was among a group of 200 public sector organisations in Ghana earmarked under the World Bank-funded Public Sector Reform Programme to be taken off Government Subvention. GIMPA was subsequently selected under the National Institutional Reform Programme to be transformed, notably to be self-financing. Subsequently, GIMPA was taken off Government Subvention in 2001.
Today, GIMPA has been transformed from a small, public service institution to a comprehensive tertiary institution offering programmes in leadership, management, public and business administration, and technology, for both the public and private sectors, NGO’s, civil societies and many more.
Additionally, GIMPA has not only become a full-fledged university-level public institution, but also a top institute, recognised in Africa and around the world, offering excellent master’s and executive master’s degree programmes in business administration, public administration, development management, governance and leadership.
