I was at the Kumasi International Airport waiting for a flight to the capital of Ghana, Accra. Just at the Customer Service desk were different type of identification cards lined up.
I went closer to ask of what it means to have those cards displayed. They are missing cards, says the attendant. I was not surprised but my amazement was the fact that the lady indicated they are on display for their respective owners to per chance come around once more and find their cards for collection. These included the popular Ghana Card, Voter ID Cards and National Health insurance cards.
I asked why they have not been returned to the authorities that issued them for onward deliver to their owners? The response was just a matter of people not being interested to solve a problem or be responsible for those who did not take good care of their identification cards and misplaced them.
All the cards have information on their backs suggestion what one should do if found missing. In my mind the airport company could periodically write a cover letter with the various cards found at their premises and deliver to the respective authorities. The authorities by the ID numbers will be able to pull the corresponding data to the cards and redistribute to the lowest levels where the cards were issued. This may make it easier to contact the owners for recollection. This is expected to be a prudent approach to give back the missing but found cards to their owners than displaying till they perhaps show up at the airport in the next decade.
