The issues are exactly what it is, that specialist medical doctors (otherwise known as Laboratory Physicians or LPs) want to be made Automatic Heads of medical laboratory practice in Ghana…eventually.
There are documents available for our perusal, including all the letters written by their top guns like Prof Agyeman Badu Akosah and the former head of Ghana College of Physicians and Surgeons (GCPS), the late Prof Plange Rhule, which exposes their antagonistic posture towards the advancement of Medical Laboratory Science in Ghana. This is further underscored by the recent communique issued by the Ghana Medical Association (GMA) in the wake of our ongoing industrial action, and you will see clearly the sabotage and their real intentions.
The National Health Laboratory Policy (NHLP) comes with its associated privileges to the laboratory, i.e the high possibility of financial control of 40% laboratory revenue by lab scientists themselves, similar to what pertains to the Drug Funds of pharmacists.
Before I forget, let me say that general health diagnostics with the lab being the majority contributor, especially in most facilities with limited or no other diagnostic department at all apart from the laboratory, is always the Cash Cow of every hospital.
With 40% lab revenue potentially locked from the main hospital accounts, as is similar to drug funds if the lab policy is fully operational, it will make the doctors uncomfortable, as they may not access the lab funds easily even though they are facility heads. Usually, the majority of lab revenues are expended on frivolous sitting allowances or other fewer priorities, fuel, and other allowances for the doctors in charge and their colleague medical officers at the detriment of crucial infrastructural and equipment needs of laboratories and the hospital itself.
Once this grand agenda succeeds, it then becomes a requirement for labs to be headed and supervised by LPs. Ramifications are that the Medical Laboratory Scientist (MLS) will now lose the right as the lawfully recognized person whose certificate and professional license must be used to establish and or accredit any laboratory whether in the private or public sector, unlike that of the pharmacists whose certificates and licences are used for pharmacies (like begets like).
Bottom line is that, the regulation and practice of Medical Laboratory Science and its departments and facilities i.e medical labs, fall under the Allied Health Professions Council (AHPC), while that of the doctors (LPs) are regulated and licensed to practice under a different professional regulatory body called the Medical and Dental Council (MDC), so whose license is legally supposed to be used to operate labs? – the big answer by Law

AND
Health Professions Regulatory Bodies Act 857 of 2013),
Scope and Practice are the MLS.
Let me also ask, since the laws permitting MLS and for that matter, the establishment and operation of labs demand the use of MLS certificates and licenses from the AHPC, will that of the LPs from the MDC also qualify or be legal for them to practice or head laboratories? – it’s obviously a big fat No!!
My last question is, will they (doctors and their MDC) also agree for our top-notch MLSs who are even Consultants from the West African College Of Medical Laboratory Science (WACMLS), Fulbright Scholars and Professors with all the needed qualifications in their fields and are more than qualified as LPs, also be permitted or granted MDC license to practice as LPs? The answer will also be a big fat No! What is good for the goose is likewise good for the gander – simplicita!!
We may be the underdogs in this fight because the public don’t fully understand that diagnostics where Medical Laboratory Science is a chief function is the backbone in healthcare delivery – where we are really the doctor’s doctor, by way of our diagnostic roles which constitutes about 70% of patient management.
A people’s collective resolve (will and unity) in any battle, will eventually defeat those that think they wield might and power.
The archaic and definitely preposterous colonial mentality of the doctor training the MLS must stop – it’s as ridiculous as the claim of an elder son to her mother’s breast milk because he sucked it when he was a baby.
We the MLS are Together, we Cannot Fail ourselves and our generations of professionals to come! The medical lab professional is of age and of enormous capacity to manage his own affairs.
